The department of revenue of any country is responsible for the collection of all the taxes the common man as well as the various functioning companies of any country are required to pay. The department of revenue in the state makes it mandatory to obtain the certificate of sales and tax from the department. There are mainly 3 reasons behind obtaining this certificate. The revenue laws make it necessary to obtain the certificate number irrespective of the kind of business you own. If the sales are made through the website to the other party in the same state where you reside, the tax should be collected from the buyer and paid to the state. Sale of less than $4 Million annually, permits you not to pay any tax on sales made outside the state. For Example, if you reside in California and sell a vehicle to the second party in California itself, you will have to charge the other person with the tax amount and pay back the amount to the revenue department. But on the contrary is the same vehicle is sold outside the State, no such tax needs to be charged or paid.

The second rule of the California Department Of Revenue states that if you purchase any item in the State of California with an intention to resell it, the initial purchase can be made without paying the California Sales Tax. An example of this clause can be the wholesale purchases made in order to retail them.

The third rule states that all the companies that make wholesale purchases require a resale certificate for sales tax in the State of California. Any legal company before making the sale of any of its products at wholesale prices can ask the purchasing party to present the Certificate of resale. In case the purchasing party is unable to present the certificate, the other party can refuse to sell. In order to open a commercial account, the wholesale companies may require the CSSTC (California State Sales Tax Certificate) number. An example of this third rule by the California Department Of Revenue is that any merchandise marts or trade shows in the state require a photo state copy of the resale certificate before allowing you to participate.
